Gliding, for example, is a HoT mastery and so you need HoT mastery points (the green ones) and then you need to use experience to level them as well, by doing content in HoT. My suggested order, having all of them now, is as follows: Exalted 2 (Some Adventures are locked behind it) Nuhoch 2 (Vistas, Hero Points, PoIs, and Mastery Points are locked behind it. Also, it makes Tangled Depths easy to get around.)

My issue in HoT has always been earning enough mastery points, not the xp to use them. I have all masteries maxed out and still have over 40 HoT mastery points available. PoF masteries where fairly easy to get, but there aren't as many "excess" points than HoT. Both HoT, LS3, PoF and LS4 give TONS of mastery points for completing the story.
